City approves amendment to engineering agreement

The Tea City Council met Nov. 4 and approved an amendment to the agreement for engineering services with HDR for the 85th Street semi-urban improvements.

City administrator Justin Weiland said that HDR engineer Ben Scholtz brought it to their attention that the administrative costs were ticking up over the past few months. A lot of the additional cost of $187,010 was for unforeseen real estate services and the locations of private utilities. The city of Tea and the city of Sioux Falls split the cost equally. Councilman Lynn DeYoung expressed his shock over the amount that came in versus the contracted number. Scholtz noted his equal frustration.

The council held two public hearings. The first one was for a conditional use permit 24-09 for motor vehicle sales and service at 1715 Mindy St. and 1725 Mindy St. that the council approved. There is an existing building on the property. 

Owner Mike Schulte plans for the business to act more as a brokerage where they will look for a specific car a customer wants. They will also be working on import and classic cars, as well as storage.

They also approved the variance for a rearyard setback at 27174 470th Ave. Planning and zoning administrator Kevin Nissen said the existing building on the property was built wrong to begin with so it sits cockeyed on the lot where the back part of the building is 19.1 feet rather than the 20-foot setback.

The council also approved the interior remodel for Auto Werks at 1725 Mindy St. They will be adding some offices, an elevator, fire protection, security and updates to the outside of the building.

They approved the annexation agreement from Bart Wiley, 27174 470th Ave, Tract 5A, Landmark Industrial Park. The property is contiguous with the city limits. They are working on a cost-share for the street.

The council approved the pay application for the 85th Street semi-urban improvements from D & G Concrete for $541,383.06. The payment covers the remainder of the paving for the intersection at Sundowner, some earth work, pipes by the roundabout and street lights at Sundowner. Scholtz said the budget is looking slightly under. He noted the township will plow 85th Street this winter.

The council approved the resignation of Daniel Johnson effective Nov. 13. They also approved resolution 24-11-23, a resolution providing for citywide property drainage fee and resolution 24-11-14, a resolution providing for annual street maintenance assessment - both amounts remained the same as last year.

They approved the 2025 package (off sale) liquor license renewals for One Stop Tea, LLC, Fareway, HyVee Dollar Fresh, Casey’s General Store #3069, Casey’s  General Store #3944 and Titans Tavern; the 2025 retail (on sale) liquor licenses for American Legion Post 266 – Blau DeBoer Post #266, Squealers Smoke Shack, Double M LLC DBA Prairie View Event Hall, Titans Tavern, Pals Pub, Gateway Blvd and Sky Lounge, 200 S. Main Ave.; 2025 retail (on-off sale) wine and cider liquor license for Dolgen Midwest LLC DBA Dollar General Store #19973 and MG Oil Company DBA Jokerz 7.

They held the first reading of ordinance 322, the 2025 appropriations ordinance. They will hold a second reading at the Nov. 18 council meeting.

The council adjourned at 7:09 p.m.
