City Council reviews 2050 growth plan

The Tea City Council met Oct. 7 and heard from Lincoln County planning and zoning director Toby Brown.

Brown presented highlights of the county’s 2050 comprehensive plan. The county put together surveys and held stakeholder meetings. The plan is a guide for growth, Brown said. A lot of the proposed planned growth would be in the Tea, Harrisburg, Sioux Falls area. He recognizes that oftentimes when a landowner wants to come in to change the land use, the zoning does not match that of the municipality. His goal with the comprehensive plan is a better coordinated effort between the county and municipalities.

The council approved the second reading of ordinance 321, an ordinance to rezone lots 1-7 (exclude lot 8) in Tempo Addition from agriculture to light industrial. The developer, landowners and developer of the property to the north came to an agreement to exclude lot 8 in the rezone. The suggested use for lot 8 is planned development but that rezone will have to come at a future meeting.

After much discussion, the council approved the site and building plans for Harvard Integrations Warehouse at 125 S. Sundowner Ave. The plans call for a 8,000 square foot building with a future 4,000 square foot addition. The building plans show three offices, restrooms, break room and warehouse area. Some council members expressed concerns about the road going north and south of the property and having a developer’s agreement in place.

The council approved the interior build for Coffee & Waffles restaurant inside Makers Exchange and the interior build for Empire Companies at 2035 Merchant St. It will include multiple offices, conference room, break room and reception area.

They also approved the plats for lots 17-18, block 2 and lots 17-18, block 4 in High Pointe Estates 3rd Addition for four single-family lots and lots 5A and 5B, block 6 in Heritage Addition for a twinhome.

They approved the site and building plans for Nielson Contractor Shops at 2020 and 2030 Monty St. contingent on HDR’s approval of the site plan. Each building will have a screened dumpster area. The buildings are shell only for now. Each building is 6,000 square feet.

The council approved the building plans for Wagzone Pet Hotel at 2000 Venture St. The plans include a 9,600 square foot building with an indoor kennel, space for pet training, grooming room, bath/washroom, retail space and an area for employees to stay overnight.

They approved two pay applications from D & G Construction for the 85th Street semi-urban improvements at $802,659.39 and $706,136.98.

The council also discussed the 2025 budget before adjourning.
