City Council reviews development plans

The Tea City Council met Feb. 18 and held a public hearing on the revised Serenity Park Addition planned development district with no one from the public to comment on it.

The council held a public hearing on the revised plan from Nielson Development. Planning and zoning administrator Kevin Nissen said the revision amends phase 2, section 4 that would change the minimum lot area from 8,000 square feet to 5,000 square feet. The change was proposed because of the land lost because of the traffic circle decreasing the buildable space.

The plan would include single-family homes. Council members were concerned about the areas of green space, particularly the 2.5 acres on the west side of the development between homes. They were concerned about who would maintain that area, along with the 7.7 acres in the center of the development. 


The council decided not to take action on the revision until they had a better idea of what the plan was going to be for the green areas.

The council decided not to take action on another of Nielson Development’s items - the plat of lots 19-23, block 2; lots 12-16, block 4; lots 11A and 12, block 3 in High Pointe Third Addition. Nissen said the plat corresponds with the plan in 2016-17, which he said was a mistake. Looking back he would have commented differently based on the small detention areas that should have been an indication that the intention would be to plat them separately. 

They did approve the plat of lot 1, block 1, High Pointe Estates Addition for a city lift station lot.

The council also approved plats for lot 5A in Verhey Addition, lot 3 in Hansen’s Tract 1, tract 1 in Hagedorn Industrial Park Addition, lots 3A and 3B, block 3 in Bakker Landing Addition, tract 1 in Lund Addition and lot 4 in Quonset Addition. 

They also approved the interior build for a new laundromat interior build at 1500 N. Main Ave. and site and building plans for SV Electric at 2010 Industrial St.

They approved the anniversary date step pay increase for Parker Christensen on Jan. 13 to $36.79 per hour.

The council approved resolution 25-02-02, a resolution amending resolution 19-06-17, a resolution amending the schedule of fees, charges and expenses pertaining to the city of Tea zoning ordinance, section G, system development charge. City administrator Justin Weiland said the SDC charge goes to paying the regional water hook up to Sioux Falls. The city initially reduced the 3/4-inch meter cost fro new homes from $2,391 to $1,200. The resolution will change that to assessing the full SDC charge for new homes, effective April 1.

They also approved moving forward with studies to be conducted by Fitch & Associates for fire services and EMS. The EMS study is funded by a grant from the Department of Health. The city will have to pick up the fee of $44,995 for the fire services study.

Weiland noted that they are working on a First Street sewer service repair because the sewer connection was pointing the wrong way. They plan to correct it by March 1 and will pursue trying to collect from the first contractor.

The council went into executive session for personnel and economic development at 7:03 p.m.
