Council approves Hascall Addition Development Plan amid concerns over water management
The Tea City Council met Aug. 5 with council president Jim Erck leading the meeting in the absence of Mayor Casey Voelker.
The council held a public hearing for the Hascall Addition preliminary development plan. The plans would develop 1.5 acres into R2 single family residential with three lots on each side of the street. It would also create a street that would connect Artisan Addition and Pinnacle Estates Addition.
HDR engineer Ben Scholtz said they will connect the storm sewer. The pipe is within an easement. They have asked developer Nielson Construction to manage the water flow rate so it does not rush into the neighbors’ property.
Two neighboring property owners expressed some concern about excessive water coming onto their property.
The council approved the preliminary development plan.
They also approved the annexation agreement for Hascall Addition.
Planning and zoning administrator Kevin Nissen noted they have a signed developer agreement for the Trevan Addition. The area will be replatted into lots as they go through their phases. The area was annexed at a previous meeting. The council approved the agreement.
The council approved the pay application for the 85th Street semi-urban improvement from D&G Construction for $382,461.75. Scholtz noted work started July 8 on the intersection where the roundabout will be.
They approved the second reading of ordinance 319, an ordinance amending the municipal ordinances of the city of Tea by amending chapter 1, adding section 1.03, establishing a schedule for introduction and adoption of the annual municipal budget ordinance. This will give the city a little more time to get the budget done each year.
The council approved resolution 24-08-08, a resolution opposing initiated measure 28. The measure that would repeal the tax on consumables will be on the ballot in November. Council members noted the language in the measure is very vague and if it would pass, it would take a huge hit to the budget for municipalities.
The council approved the TIF plan 3 in October but they need to lay out some plans. The plans for this TIF is for the northern portion of Bakker Landing Addition.
Scholtz said the traffic signal poles went up last week by Casey’s. He expects the signal to be operating in a couple of weeks.
One resident commented on the weed situation on the GC Estates and Nielson Development.
The council approved the resignation of police officer John Roman effective June 17 and the hiring of police officers Grey Tracy and Avery Fenne at $30.50 per hour.
They also approved the temporary liquor license for Tea Chamber for Development Aug. 17 in the Tea City Park.
The council’s September meetings will be Sept. 9 and Sept. 23.
They adjourned at 7:07 p.m.
